  1. If they dial direct, the cost of the call is on them.

  3. That's ridiculous.

    The person who places the call pays for the call.  There used to be something called "Reverse the charges" which the caller would tell the operator, and then the operator would ask people called if they'd accept the charges, which meant the person called would pay for phone call. But I don't even know if that still exists.

    Otherwise, Obama could have called you from Germany, and it woudn't have cost you a dime.
