To Northern Ireland, NO, to Southern Ireland Yes;  Southern Ireland is part of the United Kingdom, whereas northern Ireland is the Republic of Ireland, and not a commonwealth country.  Check with customs for sure, Generally if you are allowed into south Ireland and the United Kingdom, you would pro bally have little problem going into the Republic of Ireland.

  3. you can travel within the eu with out having to go through customs when entering each country so if you travel from england to ireland it shouldn't be a problem

Sorry but forget about what that lad above said...South Ireland is not part of the United Kingdom..the South of Ireland is the Republic of Ireland.  With a visa for England you may travel to Northern Ireland (which is part of the United Kingdom) but you wont be able to travel to the South of Ireland..now saying that if you fly to Northern Ireland there is no border control along the border so youl have no problem dropping in to the republic for a visit!
