  1. I don't know how things are where you live, but where I live, after the child has been held back a certain number of times they do an evaluation.  They decide the child's Present Level of Performance or (PLOP), then they decide if the child needs an (IEP) or Individual Education Program.  This is one on one help that hopefully will bring them up to grade level by finding out how the child learns and teaching them their subject matter in that learning style.

  2. Being left back is not a legal reason to do an evaluation and to determine if a child can qualify for special education services.

So, a parent can request that the school evaluate a child to determine if child quailfies for special ed AT ANY TIME, and NOT JUST when the fail a grade!

Now, the school CAN do this evaluation when a child gets held back *IF* the child is suspected of having learnign disabilities.

Schools are suppose to do testing as soon as they learn the child has problems and NOT WAIT at all, but that is NEVER the case.
