  2. sounds like they charged with attempting to purchase drugs.  Violation of Georgia Controlled Substance Act.  

  3. Attempted crimes are charged as"Inchoate" or attempted crimes of the actual act if it had been successfully completed. Example: Sam gets caught attemting to rob a store at gunpoint. The charge of Attempted robbery would carry the same penalties as armed robbery. The criminal doesn't get a break because of a failed attempt.
