If someone keeps prank calling you once a day can you charge them, even though you know there doing it for fun

The person keeps calling my home phone late at night and he's listed as a Private Number.

i also know I'm not the only person being pranked, a house a few blocks down from my place is also getting prank calls from him

Right after they call, dial *57.  This puts a trace on their line and logs their number in the phone company's system.  The police can then retrieve this number.  You can go to the police and file a report for telephone harassment.  They will contact the person and usually a slap on the wrist is enough.  You could however opt to press charges.  Usually the harassment has to be severe, i.e. 20+ calls per day, phone recordings of the telephone abuse, etc. for anything to stick but if you are truly highly annoyed by this then go ahead and dial *57 and contact the police.  When the police call them about what they're doing, they'll likely stop.  Note that there is a charge associated with dialing *57, usually a couple dollars so don't dial it many times; just once immediately after they call is enough.

Prank and Crank calling is illegal in most areas, if you feel like this person needs to be prosecuted you can contact the police with what you know, and they can request any number of things including wire tap and trace be place on the phone and phone records, he might have his phone set to private, but all that information is being sent it is just not being delivered, but by law it is collected.
