If someone recived there federal tax check and did not recive their state wil they still get the stimulis p?

the person did not recive their state check due to the fact the irs wants them to prove there dependents will they get there stimulis package.

Federal and State two different entities, If everything okay with the federal then the stimulus will be issued if you qualify.

Yes. The stimulus check is on a federal level. It doesn't matter if you paid the state. Although if you still owe the state, you won't get it until that's paid.

Something is more than a little confused here - the IRS is federal and doesn't have anything to do with your state return or refund.

If the person is being asked to prove their dependents, they might have gotten some, but not likely all, of their federal refund.  Their stimulus check is likely to be held up until this all gets sorted out.
