If someone steals a winning lottery ticket...?

If you steal a lottery ticket from someone BEFORE the the winning numbers are announced and it turns out to be a winner would you be charged with grand theft or petty theft?

  1. they would have to prove its their ticket which they probably couldn't do. the lottery states that who ever has the ticket is the winner wheather they bought it or not.


  2. grand theft because that lottery ticket is now worth more than your momma's education

  3. Grand theft, since when you Cash the ticket you would be receiving amounts over 5k

Petty theft since the value of the ticket at the time you stole it was minimal.  If you stole a bottle of water for instance from someone then later on you met a man in the desert who was dying of thirst and paid you a million bucks for it then it's still just a botle of water you stole regardless of its subsequent value.
