    It's for his own good.  The national anthem is to be performed by brass band or piano, at a marching pace, sung in the national language, as prescribed by law.

    not really.it's just a whistle.and most probably,it is just whistled for personal entertainment so why stand to pay respect?if it is actually sung publicly,then you must stand pay tribute to our old heroes.
