But they wouldn't normaly try or need  to cut into the batteries, it would be like trying to cut into an engine block.

The batteries are usually under the floor to keep the centre of gravity down so the ocupant is very unlikely to be trapped by them. Because of the low centre of gravity electric cars are unlikely to roll over see http://www.commutercars.com/

An electric car should be much safer for occupants than infernal combustion - better traction control & hanling, fewer moving metal bits to break, no liquids to spill or burn; smoother & quieter too, so less stress & resulting road rage.

And safer for others , thousands die each year due to exahust particulates which reduce life expectancy in southern england by 8-10 years.
