Could be attraction or you may have something stuck in your teeth and they are just glad that it isn't them.

depends on how he's looking :) think about how you act when you like someone - you look again and again, just feel the need to see the person. it's an involuntary reaction. staring, on the other hand, is different :)

Its a sign of interest.  Not necessarily romantic or physical interest but maybe intersest in what you are wearing, how your hair is, how you are acting, ect..  Attraction, not always, no.

That's actually what people call "eye-s*x". Someone tries to get another person(who they may not even know)'s attention by not speaking and see what reaction they get. What'd you do back?! It's actually pretty fun to do at public places. ;)
