If someones on ebay bids on ur item and they win,but never make payment, does the 2nd highest bidder auto win?

NO.  but what i do is email the other highest bidder and ask him if he would like to still purchase the item for the bid he gave. most of the time he will.  and make sure to leave bad feedback on the dead beat bidder.

No. it doesnt work that way. the seller will most likely put it back on ebay and you can bid on it again.
