If steriods are illegial then how can the user not be arrested when they make documentaries on tv?

Possession, sale, and purchase of controlled substances is illegal.  Use is not.

They aren't illegal.

They're just illegal to purchase without a prescription, and getting a prescription for them under false pretenses is also a crime.

Because in the US claiming you use something and publically endorsing said substance is not illegal. Actual tangible proof that one posesses, uses, manufactures, or distributes is required. That's why public figures like Snoop Dog can brag about how much grass they smoke; it's just talk until he rolls down his window during a traffic stop and lets out a plume of smoke.

Also, steroids aren't inherently illegal. Like many other drugs, including methamphetamine (desoxyn), doctors can and sometimes do prescribe them. In particular, they make good antiflammatory agents, and I think one or two might be used in SRS, though I'm probably wrong on that.
