There might be none instead they might have them fought through the issue of hunring licenses to for example their local Supremacist types, Islamic Jihad types if possible, and Elite Forces types. They might cordon of an area and then issue each with hunting rifles and leave them to fight. Of course with Islamic Jihad types people would say such an expectation would be naive but such an approach would help dispense with conspiracy theoeries on part of Supremacists that ''The Jews'' are out to get them because the option to battle would be given and honour all around would disprove all such prejudices  held against Americans and others.
