If the Degree certificate is in Lamination stage what is to be done for the authentication process?

Laminated degree or certificate will not get authenticated or Apostilised & so you have to get a duplicate copy of the degree or the certificate first issued from the university or educational institute, then get the duplicate degree or certificate authenticated from the Regional Authentication Centers (RACs) of your State & later Apostilised by the MEA, New Delhi.
