France was already an established republic and any exiled royals who became domiciled there would have been private citizens like anyone else. No issues, no problems.

because by the time royalty began to flee to france it had been a number of years after the revolution.................many were lesser royals from russia who fled there during the russian revolution

if you are refering to prince phillip or the late Duke of Windsor then it is just a case of that is  basically as close as they could get to britain with out being here. also it was where edward decided to go when he went into exile phillips family i think it was where ever would take them and also by this time the french revolution was long since passed
