If the House of Reps pass an act but it is not passed in the Senate, what does this mean?

Dos it mean that it is not policy to be followed?? What will/has become of the act?? Like in 2003, a the Help Efficient, Accessible, Low-cost, Timely Healthcare Act was passed in the House of Reps in 2003; but similar legislation was not passed in the Senate. What does this mean as far as enforcement of the policy goes? Is it nullified??

  1. It dies until it is revoted on again by the House and Senate. It takes approval from both branches of Congress for anything to become law. So the Healthcare Act you are referring to never became law, so there is no enforcement of the act.


  2. It has to pass both the Senate and the House.  Additionally, after that it also has to be signed by the President.

  3. Yes, it would have to be reintroduced in the next Congress (the next year.)

    if it does not pass both houses of congress it does not become law!
