It is clear to see that two of the major industries which make up a huge share of the oil market are in crisis, but as these companies are struggling would their backlash finally cause more action to be taken for the consumer?

Congress is already being pressured by their constituants.  Its not that they don't want to take action, its that there are not any good solutions on the table.
