  1. Both are in front of each other. Neither is behind the other.

  2. As is the case with all juxtapositions, it depends upon which "side" you represent. Since chairs tend to have a closer relationship with people than TV sets, I would say that the TV was in front of the chair.  In the same vein, I would say "I laid my plate upon the table" rather than "the table had a plate laid upon it by myself."
