no. i don't think so, just watch the children's hygiene a.k.a don't let them put their hands near their mouths until they get out of the pool and wash themselves over.

Yes!  It should be on a filtering system, with chlorine or bromine treatment.  If you're talking about a wading pool, it should be changed every day, especially if children in swim diapers are using it.
