  1. You just call the police station with all of the information.


  2. Does the company know that the driver doesn't have a license?

    If the answer to that is yes, (and bear in mind that they should have seen it before giving him/her the job) then the insurance would be invalid too.

    Report it to the police, and I would suggest that you don't get in the vehicle.  If the company tries to penalise you for not doing so then you would have a case against them.
