I assume you have a WiFi Router or something similar to that. Yes, if you have configured the router or modem already. If you have just bought and fix it, then no. You have to set your username and password for your internet connection first.

A router or a modem is a separate device that can function entirely on its own. Futhermore, you are talking about a wireless device. This means that if you do not set any password for your WiFi, neighbours as far as a few houses away may use it.

No because the computer with the router has to have to modem turned on.   The modem doesn't usually come on unless the computer is turned on and the modem has to connect to the internet through the router.  

If the computer is turned off, your wifi will show that it has a connection but you won't be able to connect to the internet.  You can look at the router and see that the port is not on.   This is how it works on Home computers, not business computers.

Your WIFI signal is sent out from your WIFI router or your WIFI modem.  As long as these hardware items are powered on, the signal is available to any computer that is WIFI capable.
