If the consul wil tell you that they will just deliver your visa, does it mean that your visa is approve?

im from the philippines and i just had my interview for my fiance visa. the consul told me that "i am all set". and then she asked me to wait to the waiting area or further instructions on how to get my visa..

It sounds like your were (at least initially) approved.  However, if you are writing this, you can't still be in the waiting room, so apparently you did not get your visa - very confusing.  But if in the waiting room you were told that your visa would   be delivered, then yes, you can expect to receive your passport with the visa inside through whichever mechanism the Consular Section is using to deliver documents.
