If the embassy of your country in the USA cannot issue you a duplicate passport then who will?

  2. If you are an Indian citizen, the embassy in Washington DC will issue you a passport.

    New York is a consulate, not an embassy.

Many countries will not issue you a passport from their overseas embassies, for security matters, as it would not be good for national security if a load of blank passports were stolen from the embassy or consulate or high commission. Some countries will only issue passports from countries where there is a major amount of their citizens (such as New Zealanders in Australia).

    Outside of these countries, many countries will not issue you a passport if you are on holiday and will instead issue you an emergency travel document which is usually only valid for one trip back to your country of residence. But if you permanently reside in a country overseas, they may issue you a passport from their passport office back in their country. iBut t will be far more expensive than applying for a passport domestically.

    I don't know if this is the case for India but if it is, you may be able to apply for a passport to be sent to you from India in your local consulate or embassy but the embassy/consulate my not allow you to apply for one if you do not permanently live in the US, and may instead issue you an emergency travel document.
