You can call a plumber or a general handyman. You could also try fixing it yourself. The disposal may simply be locked up. You can try using an allen wrench to unjam it.

You'll want to try to remove anything in the disposal before you can fix it. Unplug the disposal from the wall unit to make sure it is off. Grab a pair of kitchen gloves and pull out what you can from inside the disposal area.

There should be a slot on the bottom of the disposal that will take an allen wrench. Find the right size wrench (which ever one fits in the slot) and turn it to force the blades to turn.

If the disposal refuses to turn under moderate pressure or is clogged with heavy debris (such as rocks, nuts, metal, etc) then you will need to clean the disposal by hand, remove the disposal and clean it, or replace it.
