  1. it depends on..well..if one of the people on the chopping block win P.O.V then they can use it on themselves but if someone else wins it then the HOH can agree to go along with decision the veto holder made or not.. hope this helps..so the answer is no they cannot put the veto holder up cause the veto holder has semi-power.

  3. Not in the USA version of Big Brother, or at least I don't believe that has ever happened before.

    EDIT: I take it back Yes, it happened in BB4. Nathen took Allison off the block with his veto, he was put on inplace. I think he got evicted too. Not sure, its been awhile
