I think there are several.  The best thing you can do is sell bonds to raise cash and then build a special dam.

Geewhiz, thank you so much for caring about people and nations directly affected by Diluvian disasters.

A flood, especially in a place known to have a consistent history of flooding like the many Philipine Islands (where hundreds, if not thousands of houses are supported by stilts and beams over water and are accessed by boats).... is no joking matter.

The solution you mention is just one idea  in the multitude of variables but it is a solid one. I believe networking and preparation is more than necessary when faced with pending possibilities of death or disasters.

A) This question can be applied to single home owners, family units (which in Philipines are big), local governments as well as international awareness and assistance organizations. I would seriously try all avenus.

B) I met with a Filipino man today named Carlos (Jose Javellana) Lorna Craig, etc. he shared many turbulant and distrusting characteristics which has emblazoned this Catholic missionary place for years on end.

Several people still remember "trajedias" which have been linked to flooding.

Feel free to email any pamphlets or information on tangeable solutions, I can help distribute them to local metropolitan Philipino Supermarkets where they gather in this country*
