If there are two resource rooms for one grade can you group them based on ability or needs for next year?

You could do that, but it would probably benefit the kids more to place them in the general education classroom instead of a resource room.  Help them there.

I think children with disabilities should be put into regular classrooms based on their abilities (what they can do best)

Yes! You should definately do that. The students would get so much more out of resource room. How else would you group them?

yes they do that. we had all grades in our resource rooms.
