HI.  Yeah, im from Ohio.  I saw this article in the paper a month ago, or so.  It seems that...as VAST as the Ocean is...it would be nearly diffucult to LOCATE or even Photograph a ""Nearly Clear"" peice of plastic floating in a body of water.  I wouldnt doubt for a second that this exists.   Look at all the garbage floating around on the ground on Earth...
