I have had my eyebrows tattooed for 12 years and have been tattooing others since 1991. I would not be without it and pretty much all my clients say the same thing.  

That said, it is crucial you find someone that can really do a good job for you - be sure their portfolio shows brows that you would be happy to wear.  If they are ugly - don't buy into the "that's what the client wanted" garbage...as a professional it is their responsibility to guide the client into esthetically pleasing brow tattooing or pass it up.

my mom got her's done 4 times, it doesn't hurt as much as a tattoo on your body, well that's what she said, also the color goes away fast thats why she gets it retouch every 6 to 8 months the pigments they use is not the same ink that they use for regular tattoos

You have to shave the eyebrow for art... but if you mean makeup, then you tattoo right through them, thats all I can give with your super vague question.
