They already make them.  Theyr'e called "soap box derby's".

And the fuel economy is great.  There's a few bugs they need to work out though.  #1 is that you can only go from one place to another if the place you want to go to is downhill.  #2 is that it's really hard to get laid in the back seat.

yeah...the gas prices will go down...but the price for hopes and dreams is gonna skyrocket.

pedal cars?  sail cars?     back in the 1930's, some people took the engines out of their cars, and got horses to pull them. in Alberta, they were called 'Bennett Buggies'.    my father told me about that.         solar-powered cars are on their way .  and someday, practical electric cars will be on the roads.

They have made them, and they work well with electric motors and battery banks for locomotion.  

Renault shipped a bunch of cars like you describe to a company in the US who converted the "gliders" to electric in the sixties.

Big oil and the their buddies in Detroit are afraid of electric cars, because coupled with solar power for recharging, they could drastically reduce your transportation costs and their ridiculous profits.

Electric cars are made by independent companies like Tesla,  Zap,  and Gem among others.

Many companies offer reserved parking with charging outlets for their workers with electric cars.
