If they protected the wetlands in LA, would this hurricane be a problem?

The U.S. govt. has decided to not protect or enhance the wetlands in Louisiana and Mississippi. If they did, hurricanes would not be as much of as destructive because the marsh lands would take some of the punch out of them.
