It's all about the marketing.  If the companies know you want the candy, all they have to do is market it in a way that makes people buy it.  And when people buy it, they need to sell more and make more money.  So it's continually being restocked.

The thing is companies just want to sell things.  They don't care if it's bad for you or not.  As long as it sells good, companies will keep on selling it in bigger quantities.

Candy is only bad for you if you eat too much of it.  The same thing applies to potato chips, salt, soda, milk, sugar, bread, rice, beans, hamburgers, hot dogs, lasagna, pizza, etc.
