If two 16 yo have a child, does the court make the father pay child support or do they make his parents pay?

We were talking about this at work since the secret life of a american teenager presents this issue. So we were wondering how the law in Texas would handle this.

  1. in the UK the court requires both take responsibilty. I think it should be the same in the US


  2. It is the father's legal obligation to pay the child support. He has to come up with this or he will go to jail.
