your eye is an essentially bloodless organ.  All the blood supply is in the retina ( the very back ) your tack would create pain and loss of vision, not blood.

I have seen nails and wires sticking out of eyes and no blood

It depends what part you poke - the cornea will not bleed, the conjunctiva (white area) will, as will the eyelids. The cornea is very tough and difficult to pierce.

yes, because your eye has blood vessels. It could also cause a serious infection, and damage to whatever got pierced, bad idea!
