would you do it. it would be to build a mall the size of mall of america. possibly larger also i would have an avid business plan in hand

No.  I would do better investing in the stock market during that time.  The stock market averages 10% per year return so if I invested the same $650 million in a simple index fund, I'd get over a billion dollars at the end of 5 years compared to only $900 million from you which by the way is also a riskier investment.

  4. Rich people got their money by making sure bets. Promises are on the sure bet scale below zero. If you have a company worth 3 billion and give it as collateral for a 650 million loan, you may have a chance.

    By the way, I just read the guy above me dreaming up some 10% return on the Stock market, its 1,8% adjusted for inflation. It may was in the middle 90's for some time 10%.

Someone with that much capital is going to turn to an existing mall developer such as Simon or DeBartollo.  I think you would have a hard time convincing someone that yo could properly manage 650 million dollars better than they.  Unless you have a very unique idea for this new mall, they have little incentive to bring you in.
