Her point is that even though the people choose who runs the country the same group of rich, powerful people will hold the most influence regardless of which political process is used.

And if voting changed that, then those influential people would prevent us from voting.

It is supposed to be a somewhat oblique, cynical remark I beleive....not to be taken to mean that voting changes nothing, just that power and wealth are inextricably linked.

couldn't agree more.  Votes dont change things, big banks and people with financial influence on the government do.
