No, in fact Israel has been known to deliberately expel non-Jews, people who were born there and whose ancestors lived there for thousands of years.  It did this to some 750,000 non-Jewish Palestinians in 1947-1954 (actually half were expelled immediately before Israel declared itself a state).  It continues to expel people and deny residency permits to non-Jews in areas it has taken by conquest and claims, such as east Jerusalem (see http://www.btselem.org).  It also has confiscated most of the land and a lot of property that belonged to non-Jews and given it over for Jewish-only use.  If you're a Jew you'd be pretty privileged in Israel but otherwise its laws and practices discriminate heavily against you.
