Probably not since you'd still have Miami, Dallas, Houston, Phoenix, Detroit, and any other number of smaller cities that are replete with gang members.  Still, your idea is a nice thought...

I'm not sure what the official crime statistics are in California. If you got rid of California, sure it might REDUCE the gang problem.  It certainly won't get rid of it, because it is in fact, everywhere.

I don't know but it's worth a try. I mean none of the programs the government funds work.
