  1. The candle, in burning, uses up 1/5 of the air (oxygen), and the water rises to replace the missing gas.


  2. Remember that some of that oxygen is replaced by CO2 and H2O vapor.  The gases will also be hot, and will have expanded.  The water level should initially go down.

    However, if allowed to cool to room temperature, the water vapor will condense, and the remaining gas will contract.  Although 1 O2 molecule makes 1 CO2 molecule, some of the O2 was used to make H2O, which is now a liquid, so there will be a net loss of volume and the water level will rise to replace this volume.
