  8. Abortion for all would help. Population problem. Another thing would be to destroy commercial airports with demolition charges and free up the space for water after decontaminating  the area.

    Centralize cities as sprawl leads to less effecient use of water. To do so remove asphalt car roads  and replace with bicycle roads and streets for bicycles.
