If we sent a single file to the group whether it will reach to all the group members?

If you directly send them to the group or if you upload it to the files section (and notify them about it) yes, it will reach all the members (unless their mail preferences are "no mail" or "daily digest"). In order to receive files / photos mail preferences of the members should be "individual mail".

it will only reach those with mail settings digest or individual- web readers however will have the opportunity to read it from the archives-

doesn't mean all will open it to read it and if it's an uploaded file, lets say a Microsoft word file, PDF- not everyone has those programs to open it.
