  1. To get Malaysia work visa,  your husband need get a job offer from company in Malaysia. Malaysian immigration department won't issue one to him without a job offer from a company in Malaysia. when a job is offered to your husband, he will need to be outside Malaysia at the time of the work visa application. He will be allowed to re-entry to Malaysia with his approved work permit. good luck.

  2. He is free to look around, but to some extent it does depend on what country you are both from and what field your husband intends to work in. Any potential employer will be the one applying for a work permit on his behalf, so they will be able to answer that more specifically once he has a possible job lined up.
