  1. first of all, if you are a diver you would not be using oxygen.. they use compressed air...

    depending on the weight of your gear and the weight of you, you might or might not float....

  4. Depends...

    The SCUBA tank, with almost 3000 pounds of compressed air weighs about 40-50 pounds, and it's volume is such that full, or empty, it will sink. The BC (or Boyancy Compensator) is designed to help compensate for the weight of the diver and all of his or her equipment, and when fully inflated, will bring a diver to the surface (which is dangerous, don't do it unless your life is at risk!).

    As for a diver dying at depth, no until putrifaction starts, the body will NOT float to the surface. If the diver dies on the surface, (s)he will floar for a while before sinking, and then returing to the surface when the body starts to putrify.

    Incidentally...if you dive with an oxygen tank, you WILL die...assuming you plan to dive deep, since oxygen is toxic at higher concentrations, and if you dive to depths over 90 feet, pure oxygen could kill you.

    EDIT: Not all divers require weight belts. Even some divers don't need belts even when wearing a wet suit (which, being neoprene foam, is positively bouyant - in other words, it floats).
