  1. Yes.  The IOC mandates the athlete must be 16 years of age in the year of the Olympics, not the month or week of the games.

    There are no age restrictions imposed by the IOC. There are no age limits on competing in the Olympics.

    Each sports governing body imposes what rules they want to abide by in their sport. i.e. the gymnastics governing body states that the athlete must be 16 (for Beijing 2008) by December 31 2008 to be eligible to compete.

    FINA (the governing body for international swimming) has no age restrictions to compete in the Olympics (or the World Championships, Pan-Pacifics, Pan-AM games, or any other open competitions).

    So, to answer your question accurately: Yes you would be able to compete, assuming you've made all the other qualifications.
