Absolutely -- you should always dress to impress, even for internally posted jobs.  And writing a thank you note is the best way to  keep your name in the forefront of the interviewer's mind.

I would dress for the position you are applying for - plus a little extra. In other words, look nice for the job you want.

Yes, send a thank you letter. I think a nice email saying thanks for the time and pointing out any items you might want to clarify from the interview is important.
