Is it better to fill out an applicated at the store or take it home? and is now a bad time to apply for a job?

Fill it out at the store.  It shows if you are serious or not, and do you mean now as in now for the economy, or time?

Economy wise, it depends, and it never hurts.

As for the time of day, mornings are the best.  The earlier you are the better.  Lunch is the worst time, or peak business hours.

Also, after putting in an application check back with the business about two to three days afterwards either in person or by phone.  Make sure that they know who you are, introduce yourself and inquire about the "status of the application."
