If you are on a no-call list, and a company keeps calling you, to whom do you report this?

I usually say "what was your name?  I want to be able to report you since I am on the do not call list".

My husband asks them for their home number & tells them he will call them back at home!

you must tell the caller your on a do not call list, and to remove you from their call list, and  not to call again. Remember there are exceptions to the do not call list that they may qualify for. Like if they are not soliciting.
