  1. Did they agree to a monthly payment plan or did you just decide to send them a small payment every month?

Typically payment is due at time of service.  If they didn't agree to a payment plan, you are in default and they can indeed turn you over to a collection agency.   You should asked about a payment plan BEFORE services were given.

While it may seem silly of them to sell off the debt at a deep discount when you are making payments, it probably cost the vet more in admin costs to process your payments and send out monthly statements than it's worth.

  2. that is harassment at their finest. As long as you are making payments it should be ok.Now did you arrange to make a  steady modified payment plan with them?

If not call them up and explain your situation that you can only pay so much a month.Believe me you are not the only one who has to make modified payments on a bill these days.

  3. Sure they CAN, but that is a silly move on their part.  Why would they sell a debt for pennies on the dollar when you are making payments?!?!?

Call them and ask them to use their brains.
