Yes, we played basketball on a cruise last year and did fine.  The ships are so huge that it is rare to feel like the boat is moving.

yes, because you are moving at the same speed as the cruise ship before you took your shot and will land at the same spot, assuming no acceleration and constant velocity.  Newton's 1st law states that An object at rest tends to stay at rest and an object in motion tends to stay in motion with the same speed and in the same direction unless acted upon by an unbalanced force.
