Would the government be able to help you in any way? Say, the Department of Vocational Rehabliltation or something?

  1. If these disorders were preventing you from working than the Social Sercurity office does allow people to apply for disability.  But it's rather tough to get on these benefits.  You can try to apply for state disability benefits, but you would need a doctor to verify the extent of your problems.  I do know people who suffer from both ADHD and dyslexia and both are able to hold steady jobs.  If it's health insurance that you need than your state welfare office would be able to assist you in what you might qualify for.

  2. I doubt it. Not unless you had an official diagnosis. It is very rare to enter adulthood without somebody acknowledging that you have got a problem. I am sure that if you had ADHD or Dyslexia you would already know.
